Question for #procurement professionals. Is a 'no purchase order no pay' policy actually legal / enforceable? I assume prima facie not, since if an appropriate officer of the organisation has entered into a contract or agreement with a supplier, and a legally appropriate invoice is sent on that basis, it's legally due? I know organisations *make it* a supplier problem (and partly for good reason), but...
